Selective Inclusion: how smart city programs include some marginalized communities while excluding others

Nimas Maninggar is a researcher at the urban-rural dynamics research group, Research Center for Population of National Research and Innovation Agency (BRIN) in Jakarta. She obtained a PhD in Urban and Regional Planning from the Bandung Institute of Technology. Her research interests include urban/regional Innovation and local economic development. Nimas is actively involved in the conceptual development and implementation of the regional innovation system in Indonesia. She assists local governments in assessing their readiness to implement the concept of a regional innovation system for the effective management of local resources and economies. Additionally, she holds the intellectual property for a regional innovative capacity measurement tool known as R-SIDa.
As a USF international fellow, Nimas will spend eight months working at IHS Erasmus University Rotterdam under the mentorship of Dr Jan Fransen.
Nimas’ research agenda in IHS attempts to strengthen the findings of studies on smart city projects in Indonesia, focusing on how the government accommodates the initiatives of marginalized people in developing smart cities. Establishing inclusive urbanism is the goal behind the smart cities project. Nevertheless, the predominant top-down approach still leaves several issues, particularly regarding the engagement of communities that are intentionally or unintentionally excluded from the planning and implementation process. This work contributes to the formation of certain institutional settings in building inclusive smart cities in various versions.
